Mission & Strategy

Mission

To improve the quality and safety of healthcare in the Republic of Kazakhstan through the systematic implementation and localization of international quality standards, development of independent expertise, education and accreditation, and fostering a culture of patient safety and accountability among healthcare providers.

Vision

To be a national center of excellence in quality and safety: a recognized partner of clinics, the professional community, and the state; where every healthcare organization in the Republic of Kazakhstan manages risks effectively, operates according to process-based standards, regularly undergoes external quality assessment, and patients are engaged as equal partners.

Main Strategic Goal (2026–2030)

  • Reduce the proportion of preventable adverse events and safety incidents.
  • Expand coverage of external quality assessment and accreditation.
  • Develop and sustain a network of independent experts and mentors across the regions.

Key Areas of Implementation

  1. Standardization and localization: adapt and update clinical/organizational standards and safety requirements for the Kazakhstan context.
  2. Independent expertise and external evaluation: develop audit, self-assessment, and accreditation methodologies; implement transparent criteria and feedback mechanisms.
  3. Education and safety culture: multi-level programs for executives, physicians, and nursing staff; training in incident analysis, risk management, and process improvement (PDCA/LEAN).
  4. Patient-centeredness: engage patients and families; open communication on quality, ethics, and patient rights.
  5. Data and improvement: establish a quality/safety indicators registry; regular reviews and benchmarking; projects to reduce variability and improve performance.
  6. Partnerships: collaborate with clinics, universities, NGOs, and regulators to scale best practices.
